The white House is approaching the Chinese like one approaches a nervous dog. If you act nervous yourself you just rile up the dog more.
A definitive statement - Nancy Pelosi can go where and when she wants on US and no foreign government dares to threaten us over that - wouldn't put the Chinese in their place. It would put their backs to the wall and they'd feel compelled to up the ante in order not to lose face.
