On one hand, the conventional thinking is that if Iran could've, they would've and without saying "We're gonna" over and over again.
On the other hand, when they retaliated against America for the killing of Solemeini, they waited and negotiated with the US to determine a suitable target that wouldn't cause a war. I doubt they're doing the same with Israel.
