I don't think it said anything about undercover in that report. It sounded like just having officers who understand the local mentality and can get victims to open up.
Anon the headline clearly reads that the women are going under cover. My suggestion to try younger looking men is also applicable. Boys tragically get molested by men in the culture as well.
