You seem unaware that some time back the Aidah wanted Hgria"l Shteinman as their Av Beis Din. Even the Steipler ZTZA"L suggested he take it, but he wanted to remain a marbitz Torah.
Rosenberger is too young to remember, it is rather surprising, that they elevated him from Mot"z to Dayan, maybe, because of age.
Besides not being any ware near the caliber of R' Aron Leib in any part of Torah, or hasmodah, nor is he in prishus from Oilom Hazeh, he lives on pretty Hungarian Israeli standards.

The first Rav of the Eidah Chareidis of Aschkenazim in Jerusalem was R' Yehoshuah Leib Diskin, formally Rav of Brisk. The Beis haleivy filled his place after he left for Jerusalem.
