Sorry but this has nothing to do with being a "chareide" beast. Anyone can put on tefilin, keep shabos, eat kosher, and be a chareide.
I'm also a chareide, mind you.
But this bizarre creature freely barking here is just a psychatrically damaged marginal who could easily fit as a guerillero in the Amazon forest or in the Cuban jungle. And probably way too crazy to be accounted for organizing public chilel Hashem too.
