Because for centuries, it's was us vs a very hostile outside world. We had to look out for our own. If the cops came into the ghetto, it wasn't because anyone had committed a crime but because they wanted to torment us. Us vs them so we had to stick up for our own. That mindset has stuck. It's us vs them and they are hateful and want to destroy us so we have to look out for our own. The community can't get past that.
