I doubt that the Rebbe alein was aware of all the dangers. Perhaps some gabboyim were aware who kept it to themselves.

It's more likely that the Religious affairs Ministry's holy site office never even told Toldos Aharon about the list of needed emergency renovations (compiled by a Mishtara building inspector) because the government's site contractor has whistleblown to police that the Ministry forged affidavits claiming all deficiencies were fixed when they were NOT!
There are a lot of culprits who for sure have blood on their hands before we believe some chubby heimishe guy trashing the Rebbe.
