I don't know who this guy is, and I don't know if he is being serious.
Either way this is the new generation of "gedolim."
This guy is on line to become one of your children's generation "greats"...
The entire world is coming apart at the seams, but he wants to debate if you are allowed to use fresh tissues during the 9 days.....
I pray that this was a joke, because even if he used this "tissue" as an idea to get to his point.... we are in serious trouble!
If this was a conservative rabbi, the frum world would have been up in arms at this "chillul Hashem" mocking the Shulchan Aruch, but since its a guy with a hat and knows how to twist his thumb ..its ok .

of course you are NOT allowed no question about it,same goes also for toilet paper, you should use second hand.
This guy is scary. I don't think it's safe to go back to shul with these characters around
