DIN can’t stand them but I guess he relented for the sake of his “higher” cause, aka more warm bodies in Tzahal. Of course no one agrees with Rav Ovadya, the gedolei haposkim have consistently said the Falashas are a sofek. Lots of things could have happened in the centuries since the Radbaz saw them, intermarriage, etc
