But to summarise... he is saying is that the "rioters" are ALL yeshiva bochrim learning Torah ... all of them ...
And he writes that its time to stop blaming the police ..he blames the Rabbanim who are either ignoring it or making light of it...
He writes that the ones throwing rocks and burning buses are all Torah learners some of them from the finest families...
He states that those Torah Learners that scream "nazi" on police can never be forgiven ... never!
He asks "where did we go wrong" that our children "our own blood and flesh" have grown up without any Derech Eretz...
He adds...that to blame others is not being very smart... we must look into our own communities and root out these evil acts

With all due respect:
There is a problem that those in a position to should try to address, even if only a relatively small, marginal group is involved. However, at the same time, for someone to imply that Torah students in general are doing such things, is way off the mark, very incorrect and wrong. If that would be true (G-d forbid) the problem would be much greater, ר"ל.
So let us please try to keep things in perspective.
