There is a new neighborhood in Ramat Beit Shemesh "Ramat Beit Shemesh Dalet" that is actually the largest area in Beit Shemesh and it has a mixed neighborhood.

The gemarra does not say that a "Malach teaches the child the entire torah with a candle in the mother's stomach"
The gemara clearly states as I quoted in the previous comment, that "Torah is taught to the unborn child" and it seems from the verses that the gemarrah quotes, that it is the RBS"O Himself that teaches the child.
The candle, the gemarrah points out, has nothing to do with the Torah taught him, its there as the gemarrah clearly states:
נֵר דָּלוּק לוֹ עַל רֹאשׁוֹ, וְצוֹפֶה וּמַבִּיט מִסּוֹף הָעוֹלָם וְעַד סוֹפוֹ,
What that exactly means, I don't know but it seems that your Rav also didn't know!
The "malach" comes into the picture AFTER the child is born:
וְכֵיוָן שֶׁבָּא לַאֲוִיר הָעוֹלָם, בָּא מַלְאָךְ וְסֹטְרוֹ עַל פִּיו, וּמְשַׁכְּחוֹ כׇּל הַתּוֹרָה כּוּלָּהּ
I am not sure what your Rav was trying to learn from this aggadeteh, but what is clear is, that he misquotes the gemarrah so that it fits into his agenda, whatever that is!
