Rabbi Dan Schlesinger of Sinai Publishing house discovered a never seen booklet that deals with the life of the Chafetz Chayim specifically with his planned immigration to Eretrz Yisrael which the CC subsequently cancelled.
In the booklet there is a never before seen photo of the Chafetz Chayim sitting with two other unidentified Jews and the table is set with bottles of wine.
The booklet contains documents and the banknote of 100 pounds that Rabbi Yosef Levy Hagiz a Jew living in Israel at that time, sent to the CC in Radin to help in financing his trip and immigration to Eretz Yisrael, a matter that never materialized and the CC subsequently returned the money.

I agree that it might not be the Chofetz Chayim ....but for a different reason....
I think that one of the guys sitting at the table is wearing a hat that wasn't worn in those days ..
