It will still happen. Recall a couple of years ago that a Lubavitcher set up a daily tefillin table outside a Tel Aviv high school. Not only the principle but the mayor himself condemned it and banned him. So he moved a block away and not only did his regulars follow him, most of the boys in the school did too.

It's not just Satmar, though their objections are polemic without halachic sources (based on what you quoted above). If I'm not mistaken there is an exchange of letters between R' Hutner and the last Rebbe where the former claims that halachically there is no value in someone not yet frum putting on Tefillin in the manner of the Chabad Tefillin campaign.

Matza Lulav & Shabos are one thing. Tefilin is a whole different one ! Shabos is mainly about sticking to issur melocho with or without hirurim, and matza and lulav don’t require geniza.
Every pair of Tefilin is a shtikl Sefer Toire - which, never mind hirurim, you don’t put in the hands of someone who didn't do netilas yedaim in the morning and/or after toilets for the past 20 years.
To go one level up, I personally know very respectable heilige chasidisha yiden who themselves do NOT put on Rabenu Tam knowing that extremely few people in our generation actually have the madreiga to do so.

Actually you don't even make a bracha when putting on Rabbeinu Tam T in fact there is no issue of even talking between putting on the Shel Rosh and the shel Yad on RT Tefillin!

Just this afternoon, I was in the mall in Beit Shemesh and went to the bathroom, and there were at least 5 chilonim in there and every single one washed his hands with soap and water! Do you live in a cave?
