Instead, under her leadership, USAID became a tool for funding terrorism, advancing the interests of those who wish to destroy America, while actively undermining our national security.
It’s a shameful reality: as Power spent her time at USAID pushing billions of dollars into the hands of regimes and terror groups that threaten America, she failed the taxpayers who fund these operations. In just the last 5 years alone, USAID sent over $18.5 billion to Islamic terror states, money that could have been used to protect American lives and interests. Instead, it fueled the very regimes and groups that target America and our allies.
$2.3 billion in humanitarian assistance was given to Somalia over the past two years—a nation with deep ties to Islamic militant factions. As Somali officials, including former Prime Minister Hassan Khaire, have made clear, Ilhan Omar’s support for Somalia’s regime isn’t about Minnesota’s interests or those of America, but rather about supporting the Somali government and its agenda. And this is only the beginning.
USAID also sent $2.3 billion to Gaza in one year alone after the October 7th massacre, regions directly controlled by Hamas. $3.7 billion was allocated to Afghanistan after the Taliban took control, including $832 million just in the previous fiscal year.
While the U.S. military was engaged in conflict with the Houthis in Yemen—an Islamic terrorist group that launched attacks on U.S. Navy vessels and killed American soldiers—USAID continued to pour money into Yemen. In 2024, the agency requested $2.7 billion for Yemen, sending $753 million to a country at war with American interests. Over the last five years, USAID has sent $3.4 billion to Yemen, further empowering these terrorist forces.
Then there’s Pakistan, which harbored Osama bin Laden and continues to be a haven for extremist groups. Despite its role in the terrorism landscape, USAID sent $600 million to Pakistan over the last five years, building infrastructure for a country that discriminates against religious minorities like Christians, while American towns continue to lack clean drinking water.
USAID also sent $700 million to Iraq in the last five years, a country governed by Iranian-backed militias that have fired on American soldiers. Another $3.4 billion was allocated to Syria, where the U.S. has been stuck in a deadly civil war between Shiite Islamists aligned with Iran and Sunni Islamists linked to Al Qaeda. Even $1.1 billion was directed to Lebanon, a nation controlled by Hezbollah, a group directly engaged in terrorism against Israel and the U.S, responsible for the murder of hundreds of US troops.
And let’s not forget the $9.3 billion USAID sent to Islamic terror states collectively responsible for killing over 3,000 American soldiers. How is it possible that we funded the same groups responsible for murdering our citizens and soldiers? We’ve rewarded them with the very resources they use to advance their terror agendas.
Meanwhile, while American cities face challenges like clean drinking water, homelessness, and infrastructure needs, USAID continued to spend $18.5 billion supporting terror-linked regimes, funding organizations that actively work to destabilize the Middle East, and allowing terror groups to flourish. It’s a slap in the face to the American people, who foot the bill for this reckless spending, and a betrayal of those who have sacrificed their lives for our nation’s security.
What’s worse is that USAID under Samantha Power has actively circumvented U.S. anti-terror laws. By allowing itself exemptions, it made it possible for U.S. taxpayer money to reach groups that should have been off-limits due to their terror affiliations. Instead of prioritizing U.S. interests, Power’s USAID ensured that Islamic terrorist groups like Al-Qaeda, ISIS, Hamas, the Taliban, and Hezbollah received the funding and resources they needed to continue their operations. USAID’s refusal to cooperate with oversight bodies like SIGAR (Special Inspector General for Afghanistan Reconstruction) has allowed this dangerous trend to continue unchecked.
The lack of transparency and accountability at USAID is not just reckless—it’s criminal. The agency has enabled the flow of money to terrorist groups while undermining efforts to track how our foreign aid is used. This isn't just a policy failure—this is an intentional, dangerous effort to support terrorism at the direct cost of American lives.
It’s time for consequences. USAID must not only be held accountable for its blatant disregard of American security and interests, but those responsible for its failure—especially Samantha Power—must face the consequences for their actions. These leaders, who prioritized political alliances and ideological goals over American lives, have enabled the very forces that seek to destroy us. Their reckless policies must be stopped, and they must be held responsible for the billions spent on terrorism.
The time for action is now. USAID’s reckless spending must stop, and those responsible for enabling terrorism must face accountability. The American people deserve better than to be forced to fund the very people who wish to harm us. Enough is enough. We demand an end to this madness.
