This guy sounds like Joe Biden. More and more “Gedolim” should be required to take cognitive tests to retain their acclimation of “Gadlus”. Only if they fail the test should continue in their Gadol status.
So this is a short clip and we really don't know the context. But just by the facial expressions, this appeard to have been said humorously, in jest,rather than an accusation or gripe to be taken seriously. Just my opinion.

Sounds like pandering to a certain shnit of Sfardim - the low class ones with low self-esteem who get pathetic geshmak out of bashing Ashkenazim.
