Okay, but there's entrapping and then there's entrapping.
There's entrapping - you don't plan to do anything wrong but you have an unpopular opinion so you're tricked into saying or doing something you wouldn't otherwise have. That's wrong.
Then there's entrapping - you want to do something wrong but you don't think you have the opportunity so law enforcement provides you with that opportunity and you try to do it. That's smart law enforcement

The FBI can entrap the entire population. Every person was wronged somewhere, given the chance they would all take the law into their own hands. See corruption as it is without lomdus.
