How can you tell how tall this person is?? There is nothing else in the photograph to give the viewer any sort of reference point. Depending on the distance from the camera (and the angle), this person can literally be any height.
Being that the garment doesn't seem to have had buttons, the "gartel" you are having a problem with may have been a simple belt to keep the garment closed.
The Hebrew translates as "On guard AT (eitzel) the Chofets Chaim". This therefore is presumably a picture of the individual who was guarding the Chofets Chaim at the time, but not the Chofets Chaim himself. As other commenters have stated he would have been 70 years older than this man shown in the photograph.
Why is a gartel a subject of discussion? Is it controversial? Does its use elevate the user to higher levels of piety and virtuousness? Won’t a trouser belt offer utility and the same piety? Why the need for a gartel? On the other hand I think a hernia belt, might be a better alternative. It supports both your , ahem...intimate organs as well as your spirituality.
It is close to three years since the famous video of the Chofetz Chaim in Vienna in 1923 was discovered. Take a look at the Chofetz Chaim as seen there (https://www.youtube.com/watch?v=AJKt-x0If4o) and compare to this photo. It is clearly not the same man. Do people have such short memories?

That photo is dated 1930, at that time the Chafetz Chaim was already an old man. He was Niftar in 1933.
