The Derishas Tzion points out that the Nevi'im tell us that before the final redemption, Jews will already have returned to Israel to build it up. After all, he writes, if the final redemption happens without any warning and all the Jews suddenly show up in Israel, where will they live? Even the folks who hold that the Third Temple will descend magically from the sky don't hold that cities full of apartment buildings will too. So we see this part of the prophecy before our eyes as the land is built up to prepare for the Final Redemption.
