It is done by human natural intervention. Where do we see Hashem and his glory? His people have been exiled tortured and beaten and trampled. Where is Harnini Goyim amo? I know that we could see hashgocha pratis in the success of the endeavor, but that, INMO, is not what is meant. We can see hashgacha in anything if we look well. Have we been exiled and tortured all of the years for it to eventually be resolved without it being resolved? Is that the Kvod shamayim and Kvod Yisroel?
