In a major step forward for agunos,
batei din in Europe of comprising a collective database of recalcitrant husbands and they plan to publish the names, photos and information of these husbands.
This step is taken to facilitate locating many of these husbands who have vanished.
It is also hoped rabbonim will exclude these men from minyanim and community events and assist batei din in arranging for a ‘get’.
The decision to establish the database was reached during a meeting of dayanim in Europe who recently convened in Brussels under the Rabbinical Council of Europe (RCE) umbrella.
If husbands have vanished that is the classic case of aguna. If they are around but don't give a get, that doesn't necessarily mean the wife is an aguna. Often the wife refuses to do normal negotiations and compromises and therefore she is more at fault than the husband. I don't know the details of the case of Mair kin but I know that there are people who claim that in that particular case he is innocent and the wife is the aggressor. So while databases can be good tools, care needs to be taken not to slander someone unjustly. Because then the database will be known as the data-baseless.

Europe is much better than America in this case The Batei Dinim are intertwined sharing a database thus more community oriented like a Kehilla & are tied in with local enforcement.

In order for someone to remarry without giving a get you must a a heter meah and deposit a get in a reputable beis din that will give it without conditions. As far as I know, and correct me if I'm wrong, none was done.
