Israeli Soldier beaten in Bnei Brak by Frum people! Is this our Torah?

Didn't Moshe Rabbeinu call a Jew who raised his hand to strike another Jew a "Rasha"
and that was when the Rasha only attempted to strike the other Jew, not that he actually beat him!
What do we call a Jew that actually beats another Jew?

An Israeli soldier was hospitalized after being beaten while waiting for a bus at a bus stop, Israel Police said.

Tel Aviv Region Police said that the attack took place in the ultra-Orthodox Jewish city of Bnei Brak on Sunday.

The attack occurred while the soldier was waiting at a bus stop on Jabotinsky Street.

Magen David Adom paramedics and Ichud Hatzalah rescue workers who arrived at the scene, gave the soldier primary medical care. The soldier was transported to Tel Hashomer Hospital in Tel Aviv, for further treatment.

Police are searching for the suspects behind the attack, but so far, no arrests have been made.

This was not the first time that an Israeli soldier was assaulted in an ultra-Orthodox Jewish neighborhood.

As we reported earlier, a mob of ultra-Orthodox Jewish teens ripped a yarmulke of the head of an ultra-Orthodox Jewish Israeli soldier, according to police reports in Jerusalem, Israel.

The young religious teens attacked the soldier Sunday night when the soldier was traveling in his car in the Bukharan neighborhood of Jerusalem. The young mob surrounded the car, blocked the car from passing and tore his kippah or yarmulke, off his head.
The Jerusalem Police Department said the soldier did not require medical treatment, and that it has launched an investigation into the incident.
